League of Legends Custom Skins can be created easily by searching the internet for a good software.The best I have found is this where you can create custom champions skins and see the work of other's  people custom skins.There is also guides videos and community blogs that can help you create a custom skin.Rune,masteries and champion builder is also available.In my opinion, this community is by far the best for custom skins and has a huge database of them.Rainbow Trynda is a nice example of a custom skin
